A cross regional predictive models for youth policy shaping – Youth Observers (Y-O Model)
The project “A Cross-Regional Predictive Model for Youth Policy Shaping – Youth Observers” seeks to develop an innovative framework called “Y-Os” to enhance youth participation in politics and society. This initiative focuses on engaging young people from Albania, Macedonia, Kosovo, and Italy, fostering policy dialogue, collaboration, networking, and the sharing of best practices. It also aims to strengthen youth capacities and promote strategic partnerships among youth organizations.
The core goal of the project is to establish “Youth Observers” (Y-Os) as a novel approach to engaging young people in policy-making. This will also promote stronger regional cooperation by addressing common challenges and priorities aligned with the EU Youth Strategy.
Project strategic objectives:
- SO1. Establishing Y-Os in four countries and strengthening their capacities on policy analyses, leadership in action and political advocacy, with a view to improving the level of competences while ensuring the active participation of young people in society.
- SO2. To promote and encourage strategic cooperation and cross-regional constructive dialogue and establish transnational networks among youth by mapping youth issues for the project partner countries.

The deliverables for the “A Cross Regional Predictive Models for Youth Policy Shaping – Youth Observers” project are divided into three main work packages (WPs), each addressing critical aspects of the initiative:
Project Management and Coordination
This work package focuses on establishing and maintaining the project’s structure and operational efficiency. Key deliverables include the kick-off meeting report, internal management and project structure documents, monitoring, evaluation, and learning (MEL) reports, partnership agreements, a sustainability strategy, and a communication and dissemination strategy. These outputs ensure the smooth setup and ongoing coordination of the project, with deadlines spanning from May 2024 to February 2026.
Capacity Building and Training
Under this work package, activities are designed to enhance the capabilities of youth observers (Y-Os). It includes launching participation calls, conducting three comprehensive training sessions covering policy analysis, leadership, and political advocacy, and organizing study visits to youth policy-making institutions. Each activity concludes with detailed reports, providing insights and outcomes. Deliverables are scheduled between June 2024 and May 2025.
Policy Dialogue and Dissemination
This package centers on engaging stakeholders and fostering dialogue around youth policy. Deliverables include stakeholder consultations, the development of policy papers, policy roundtables, and a final conference. These efforts aim to strengthen political participation, deepen policy understanding, and build youth policy networks. Reports for these activities are due between May 2025 and February 2026.
