ENGAGEUROPE directly aligns with Priority 1 of the CERV call, “Promoting exchanges on future Union policy priorities and challenges,” explicitly aiming to provide structured opportunities for young Europeans to express their long-term vision for the future of European integration. Through structured dialogues, citizen consultations, roadshows, mobility and mentoring and innovative “Policy Hackathons,” ENGAGEUROPE empowers youth, especially young citizens aged 18–30, to actively articulate their perspectives on democratic governance, EU enlargement, and digital policy challenges.
The project is strategically designed to embed core EU policy priorities for 2025–2027. Specifically, it actively supports the European Democracy Action Plan and the Defence of Democracy Package by reinforcing democratic resilience through targeted advocacy training, structured youth dialogues, and civic engagement activities aimed at combating populism, authoritarian narratives, and democratic backsliding. Additionally, ENGAGEUROPE explicitly contributes to the EU’s Digital Decade Policy Programme and European Digital Rights and Principles Declaration. Planned activities such as structured sessions on digital governance (WP3) and data-driven advocacy training (WP4) provide youth with the knowledge and skills to actively engage with critical digital issues such as AI governance, online civic engagement, and disinformation.
ENGAGEUROPE explicitly promotes active citizenship, European identity, and adherence to EU
fundamental values of democracy, human rights, and the rule of law. The structured citizen consultations and the final advocacy summit in Brussels explicitly aim to connect citizen-generated insights directly to EU-level policy discussions, fostering active civic participation, promoting European belonging, and reinforcing a commitment to shared European values among all participants.
Specific Objectives
1. To facilitate structured transnational exchanges among young citizens and stakeholders enabling them
to actively articulate their long-term vision for the future of the European Union, particularly regarding
democratic governance, enlargement, and digital policy challenges.
2. To enhance citizen understanding of EU democratic processes, institutions, and key policy priorities,
empowering youth and local stakeholders to meaningfully engage in shaping responses to democratic
challenges facing the EU.
3. To foster active civic participation and European belonging, by clearly connecting citizen-generated
insights and recommendations directly with EU-level policy discussions, thus promoting democratic
engagement, EU identity, and shared EU values.
