Youth Observer Model | Project Kick-off

The Center for Comparative and International Studies (CCIS) is pleased to announce the launch of the Youth Observer Model – A Cross Regional Predictive Model for Youth Policy Shaping, an initiative that brings together young people from Albania, Kosovo, North Macedonia, and Italy to strengthen youth participation in public policymaking and democratic governance.

Implemented under the leadership of Qendra Mesdheu, in partnership with CCIS Albania, SCiDEV, Center for Change Management (CCM), INDEP, and Eurelations GEIE, the project aims to strengthen youth capacities through regional cooperation, policy dialogue, research, and the exchange of good practices.

The first project activities took place on 25–26 September 2024 in Prishtina, Kosovo, where Youth Observers from the four partner countries came together for the inaugural training and study visit. The programme provided participants with an opportunity to build networks, strengthen their understanding of youth policymaking, and exchange experiences on civic participation and democratic engagement.

Within the consortium, CCIS leads the work on youth policy analysis, supporting the development of evidence-based policy recommendations and ensuring that young people’s perspectives are meaningfully integrated into national and regional policy discussions.

The Youth Observer Model marks the beginning of a collaborative journey that empowers young people to become active contributors to policymaking and democratic development across the Western Balkans and beyond.
