SCiDEV and UZOR present the findings from the Mapping of Youth Participation in Digital Democracy in Albania and Montenegro

On 24th October, SCiDEV and UZOR hosted a blended event to disseminate the findings of Mapping of Youth Participation in Digital Democracy in Albania and in Montenegro, with the participation of representatives from public institutions, youth and civil society organizations.

The event was moderated by Ms. Nevila Xhindi (CCIS) and was greeted Ms. Bora Muzhaqi, State Minister for Youth and Children in Albania. In her opening remarks, Miss Muzhaqi thanked SCiDEV, as the lead of the EYDR cohort for including the National Youth Agency in Albania for the first time in an ERASMUS+ Youth Capacity building project. Furthermore, she recognized as an added value of EYDR its innovative interconnection between digital skills and digital democracy, as an emerging yet unexplored field of youth participation.

The event proceeded with two consecutive presentations of the Mapping from Albania and Montenegro, where Lutjona Lula (ESN ALBANIA), Jesmina Sengla (SCiDEV) and Maja Nikolic (UZOR) presented the key findings. Lack of engagement, superficial social media interaction (slacktivism) and a mismatch between youth self-assessment and their actual skills especially those related to cyber security were identified in both countries taken into analyze, suggesting that Albania and Montenegro share similar challenges in meaningful youth engagement onsite and online.

The presentations were followed up by a reflective session led by Orkidea Xhaferaj, Digital and Innovation Policy Expert from SCiDEV, which led a discussion with the participants about their thoughts on the study and the current state of youth awareness, digital rights and legal framework.

Throughout the discussion the participants stressed that while youth is aware about cyber security risks and the importance of digital rights, they lack proper skills to address their concerns, thus resulting to limited meaningful digital participation. Regarding legal framework, the participants believed that in the Albanian Context the most pressing issue is not updated legislation, but improved implementation of the current and investing in building a good general understanding of youth about digital rights, privacy and cyber security principles through current educational programs, thus leaning from a solely technical curriculum to a more holistic and inclusive curriculum on digital skills.

The EYDR cohort expresses its gratitude towards CRCA Albania, National Agency of ICT in Albania, National Cyber Security Authority, all the other CSO representatives and youth participants for their collaboration and valuable inputs.

The findings of the Mapping reports and the feedback provided by stakeholders present in the event will be reflected in the Youth Digital Democracy Accelerator Programme which will be co-designed by the project partners throughout November 2024.

On October 10th, CCIS hosted the EU-validated event “CCIS Erasmus+ Success Stories: Networking for Sustainable Growth” as part of #ErasmusDays! We showcased our impactful Erasmus+ partnerships across Albania, Europe, and the Western Balkans, highlighting our work in fostering regional development, youth engagement, and educational transformation.

We are happy to announce the kick-off of activities for The Y-O Model Project, a groundbreaking initiative bringing together young leaders from Albania, Macedonia, Kosovo, and Italy to reshape youth engagement in politics and society.

Under the leadership of the Mesdheu Center (MC), and with our incredible partners SCiDEV,

CCM, CCIS, INDEP, and EURelations GEIE, this project is all about fostering cooperation, policy dialogue, and sharing best practices to build youth capacities. Together, we’re addressing the gaps in youth participation and policy dialogue, paving the way for stronger democratic involvement.
25- 26 September 2024! First stop? Prishtina! Young observers from across the partner countries joined their first training session and enjoyed a hands-on study visit. Thanks to the warm hospitality of our Kosovar partners, the experience was unforgettable.

European Day of Remembrance for Victims of Totalitarian Regimes 2024.

At CCIS, it’s part of our mission to honor the European Day of Remembrance for Victims of Totalitarian Regimes.
We’ve already implemented two important youth projects on this topic, co-funded by the former European Commission’s Europe for Citizens program, which is now part of the CERV Remembrance program. International Youth Day 2024!

On this International Youth Day, CCIS proudly celebrates the vital role that young people play in driving digital innovation and shaping a sustainable future. This year’s theme, “From Clicks to Progress: Youth Digital Pathways for Sustainable Development,” highlights the power of youth in developing technology to address global challenges.
At CCIS, we are committed to empowering youth across Albania, the Western Balkans, and Europe through local and international initiatives.
Currently, we are implementing two Erasmus Youth Capacity Building projects supported by the European Commission EYDR and Youth Observers Model—which focus on promoting digital rights and enhancing youth involvement in policy-making.
By celebrating the digital contributions of young people today, we are inspired to continue fostering innovation and collaboration towards a more sustainable and inclusive world.

The call marks the launch of our new project “A Cross Regional Predictive Model for Youth Policy Shaping – Youth Observers” (Y-Os). Our goal is to raise the capacities of youth and promote strategic cooperation between youth organizations across these regions. We are happy to join forces with partners in Albania, Kosovo, North Macedonia and Italy to to empower young people to shape youth policies in the region.
This project is funded by the European Union through the Erasmus+ Youth Capacity Building Programme.

CCIS Team’s Expert Representation in a STSM in Portugal.

Our expert, Msc. Enis Sokoli from CCIS, participated in a Short-Term Scientific Mission (STSM) in Porto, Portugal. This mission aimed to foster collaboration between civil society and the industry sector under the COST Action on Intergovernmental Coordination from Local to European Governance CA 20123. Mr. Sokoli and SME Prodigy Proper Consulting representatives visited the municipalities of Vila Nova de Gaia and Santa Maria da Feira, meeting with key officials.

 

The mission’s primary goals included forming specialized collaboration teams, creating a joint task force, engaging contributors like Knowledge Transfer Offices, and facilitating personnel exchanges. These efforts aimed to build trust, enhance governance structures, and promote sustainable partnerships and development.

 

CCIS’s participation in research networks like COST Action is crucial for accessing expertise, fostering interdisciplinary collaboration, influencing policy, and enhancing capacity building. This involvement ensures civil society voices are represented in decision-making processes, contributing to societal development and innovation.
